LGPS - further consultations issued
Work on finalising the shape of the new-look LGPS from April 2014 continues, with the publication on 20 June 2013 of two further consultation documents by Communities and Local Government (CLG). These are summarised below.
Draft Local Government Pension Scheme 2014 Regulations
This is the third period of statutory consultation on the LGPS Regulations for the new scheme effective from 1 April 2014. Rather than being focussed on policy decisions this latest set of draft Regulations are concerned with the technical accuracy of the Regulations. The closing date for responses is 2 August 2013.
New LGPS governance arrangements
Although the benefits changes to the scheme are coming in from 1 April 2014 a number of important governance changes are expected to be introduced to the LGPS later on during the 2014/15 financial year. In advance of formal draft Regulations being put out for consultation CLG have issued a discussion paper seeking views on 26 specific questions on changes to the LGPS governance arrangements. The closing date for responses to this consultation is 30 August 2013.
Call for evidence on the future structure of the LGPS
In a speech at a recent conference Local Government Minister Brandon Lewis made it clear that, in his view, the time was right to look at the structure of the LGPS, announcing a call for evidence on the future structure of the LGPS and measures that might improve efficiency and performance. This call for evidence has now been formally published jointly by CLG and the Local Government Association (LGA), looking at the structure of the Local Government Pension Scheme (LGPS). The closing date for responses to this consultation is 27 September 2013.
